Dr. Elaine Pulakos

Education:

  • Michigan State University, Ph.D., 1984; MA, 1983 Industrial/Organizational Psychology.
  • Pennsylvania State University (Summa Cum Laude), BA, Psychology, 1980.

Background:

  • Currently Executive Vice President of the Washington, D.C. office of PDRI since 1996; member, PDRI’s Board of Directors. Prior to PDRI, she worked in research roles at The American Institutes for Research and HumRRO.
  • A Fellow of the American Psychological Association and Society for Industrial and Organizational Psychology (SIOP)
  • A Past-President of SIOP, Dr. Pulakos is an internationally recognized contributor to the field of industrial and organizational psychology.
  • She has published numerous articles, primarily in the areas of performance management, staffing, and human resources best practices.
  • Recent books are: "Implementing organizational interventions: Steps, processes, and best practices" and "The changing nature of performance: Implications for staffing, personnel actions, and employee development."
  • In 2004 and 2005, she authored works for the Society for Human Resources Management (SHRM) Foundation on best practices in performance management and staffing organizations.

Awards:

  • The M. Scott Myers Award for Applied Research in the Workplace
  • The William A. Owens Scholarly Achievement Award for best published article in industrial-organizational psychology.

Specific Experience:

  • Over 20 years leading the design, development, and implementation of integrated HR systems in the Federal Government, including occupational analyses, skills and workforce analyses, competency modeling and assessment, performance management, compensation, development and learning, staffing, and organizational transformation and change management.
  • Dr. Pulakos has also been frequently involved in providing expert advice and testimony on Title VII employment discrimination cases, including as expert for DOJ’s Civil Rights Division.
